Action plan

Program of action of the Executive Committee

First: Methodology of preparation

The National Committee of the National Dialogue on civil society and the new constitutional prerogatives is applied assiduously since his appointment , the preparation of an executive action program. The Rules of Procedure of the Committee , states in Article 9, the need for this program , which includes all the processes and all the procedures that the commission should take to achieve the objectives of the dialogue , as shown in platform of action.
The Action Programme has three main areas, namely :
1 - Pre- and Media- Aspects .
2 - Processes and mechanisms of dialogue.
3 - Results of the dialogue.


Regarding the methodology of preparation , the Commission held , in addition , contributions of members of standing committees , to view and interact with a large number of stakeholders and experts and national and international experience in civil dialogue and public consultation .

Secondly : Preparatory and media aspects
This includes all necessary for the proper conduct of the work of the Preparatory Committee process and all procedures support and assistance , including the media and regulatory procedures.
At the end of May 2013, the commission has finished devices on the ratification of the title frame its action :
The platform of executive action , the organization of the Office of the Commission through the selection of vice - presidents, vice - rapporteur general and heads and officers of three standing committees , scheduling various meetings (commissions, Office the Committee , standing committees , coordination with the Ministry ... ) , making logistical arrangements for the conduct of dialogue ( the appointment of the administrative team that accompanies the action of the commission, the equipment of the workplace , the selection of experts who accompany ..... ) , the appointment of Ms. Fatima ELIFRIKI , media head of the commission , and the beginning of the preparation of a media plan.
    
The Committee will continue in the coming months to work on the remaining procedures associated with this axis , which are mainly :
 The holding various meetings related followed by the dialogue management
 The adoption of detailed periodic action plans at the beginning of each session,
 The application procedures for media aspects accompanying dialogue,
 The formation of working groups to manage common process ( and casual ) dialogue between the standing committees, and invest in these results ( each team is composed of a Board member of the National Committee and two members of each Standing Committee and two experts and an administrative framework)
• Working Group on Communication and Media
• Working desk research and best practices

Third: mechanisms of dialogue
These are the various measures to be adopted by the Commission for dialogue management to involve the largest possible number of associations , actors and activists of civil society and all those who are affected by this dialogue more , assembly and documentation of the various proposals and procedures / work according to what is customary in international civil and social dialogue and public consultation and the following principles :
 The diversity so that it is adapted to the different groups involved in the dialogue ,
 The adoption of measures to close the concerned through dialogue , including associations, facilitate and ensure their participation and contributions ,
 The adoption of direct mechanisms and other indirect
 The distribution of the use of direct and indirect mechanisms throughout the duration of the dialogue ,
 Taking advantage of previous experience in public consultation.


This concerns the following mechanisms:

     
Thematic seminars, they are national conferences that will be intended to study and analyze issues related to participatory democracy and civil society and the new constitutional prerogatives in order to bring to maturity of proposals , ideas and very specific visions.

     
Regional conferences, seminars are to be held on regional levels ( inter-regional , regional , inter- provincial ) to provide the opportunity for a large number of stakeholders, including associations to express their opinions and submit proposals.

     
International conferences : they will be allocated to the Moroccan world, and will be an opportunity to benefit from international experiences.

     
The consultation workshops : these are focus groups that are required for further reflection and check proposals with managers , actors and activists of civil society organizations and national expertise.

     
Receipt of memoranda are written proposals which include , according to a methodology and criteria that will be announced by the commission, various issues , themes and axes , which involved the dialogue may submit proposals .

     
Listening sessions : it is a mechanism that allows to listen to a group of associations and civil society and concerned , to be invited in accordance with objective, transparent and public , in to deepen the discussion on the proposals and procedures / efforts and opinions that the Commission has received or document .

     
The study librarian and investment experience and in national and international good practice : it is a mechanism to check all scientific papers and all comparative studies and invest in national experiences and good practices and international , relating thereto .
